Best Characters by Tier Ranking in Persona 5 Tactica
S Tier Characters
Yusuke Kitagawa (Codename: Fox)
- Has one of the highest Movement stats.
- Can boost Gun attacks for all allies.
- Can nullify enemy turns and movement through his Bufu skill (Freeze).
Why Yusuke is a S Tier unit?
Due to his high movement, Yusuke can quickly set his teammates for Triple Threat attacks.
Since majority of the enemy units deal ranged damage, you can peel off their HP quickly with boosted Gun damage.
Bufu (Freeze) can hold enemies which makes them unable to move or deal damage for one turn.

It is very effective to maximize the effects of Trigger Synergy passive by having two wielders, Joker and Fox, in the active party. This will boost your gun damage when hitting enemies from a distance especially throughout a mission stage.
As for your third member, you can start with Erina early and switch back to Mona mid-battle. Erina has high melee attack and strong charge attacks effective early game. Change to Mona if you ran out of SP from Erina and but still want to set up Triple Threats more frequently.
Morgana (Codename: Mona)
- Has one of the highest Movement stats.
- Can break the Guard of enemy units and swept them away from their positions.
- Can increase the survivability of all allies through healing skills (Dia and Media).
Why Morgana is a S Tier unit?
Similar to Yusuke, Movement is the most essential stat in the game. Morgana can also set for quick Triple Threat attacks.
Garu (Sweep) removes the guard of enemies and blows away enemies as well from their designated spots.
Having innate access to healing or recovery skills contributes to the survivability of your team. Unless you have access to Personas having Dia or Media unique skills.

Along with Erina and Fox, you can setup Triple Threats easily during battles. Having these characters in one team is strong enough to clear multiple mission stages.
You can switch to Joker if you ran out of SP from Erina.
A Tier Characters
Protagonist / Ren Amamiya (Codename: Joker)
- Has one of the highest Movement stats.
- Can boost Gun attacks for all allies.
- Can nullify enemy turns and movement through his Eiha skill (Despair).
Why the Protagonist is an A Tier unit?
Having Trigger Synergy passive can boost the gun damage of all allies similar to Yusuke.
Can help facilitate setting up Triple Threats due to the Protagonist’s high movement stat.
Eiha (Despair) can minimize the enemy’s movement which is included in one of the skill trees of the Protagonist.

Having Erina and Fox in your party can help set up Triple Threats early. Switch Erina to Mona if need ran out of SP for Erina.
Erina (Codename: Elle)
- Has one of the highest damage values while in Charge mode.
- Can block upcoming attacks through her Partisan skill (Arts).
Why the Erina is an A Tier unit?
When Erina is in Charge mode, her Charge attack can knock down enemies even when they are taking cover. This results for a 1 MORE follow-up.
Having this effect can help her easily setup for a Triple Threat finish since her targeted enemies are downed.
In addition, her Partisan skill can block and upcoming enemy attack (enemy movement not nullified). Her base melee attack value is also high.
Unfortunately, Erina cannot be equip by a Sub-Persona which makes her not viable from mid-game onwards.

As mentioned before, Erina synergized with Joker, Mona, and Fox. It is advisable to pair Erina with high movement characters above in order to unleash Triple Threats frequently.

Ryuji and Ann are both top tier in this game. They are so strong that they don’t even need AoAs on Merciless to finish off enemies. Fire and electric skills have innately high damage, and both get the “Over Powered” passive. Further, Ryuji has Auto-Matarukaja and Ann has Matarukaja to keep party damage up. Ann also can act TWICE in one turn with Femme Fatale, and 5 MOV is fine for her archetype.
Joker is also top tier. Trump Card not only boosts his damage, but it also allows him to get away with risky strategies. Despair is also just ridiculously good because of the MOV bonus.
With Sukukaja available so early, I feel like you’re overestimating the value of base MOV a bit.
Haru’s MOV is a problem early, but her grenade launcher is very strong, the range can be upgraded, and it drains SP/HP. She also heals. I would switch her and Erina. The rush to setup AoA strategy becomes less and less important as the game goes on, and her inability to equip Personas is a drag.
