It’s best to choose pokemons with high indiual value (IV) after reaching level 20. Here are the reasons why.
You can Obtain Great Ball & Ultra Ball
Once you reach level 12, you will be able to obtain Great Balls which is better at catching pokemons than a Poke Ball. Thus, by reaching level 20, you will be able to obtain Ultra Balls from PokeStops. By using Great Balls and Ultra Balls, it will be much easier to catch high level pokemons and pokemons with high CP, meaning that you will be able to catch pokemons that will become neccesary further on. Therefore, it’s best to level up your trainer to create an environment where you can easily catch pokemons.

At present, there’s many information about IV which it’s truth are not certain. Therefore, the pokemon that that you had been powering up because you believed it had a high IV might be futile. To avoid a situation like this, it’s best for now to concentrate on leveling up your trainer.
