Items in Stellar Blade (Project EVE) can be used by ↑ or ↓ on the directional pad.

How to Change Assigned Items on Item Wheel
Tilt the right analog stick while pressing and holding a direction on the directional pad.
You can change the item assigned on the D-pad by tilting the right analog stick while holding down the D-pad. After making changes, you can use the newly-assigned item via the D-pad.

How to Change Gun Ammo
Tilt the right analog stick while pressing and holding L2 and D-Pad ↓.
You can change the type of ammo you have equipped on your gun by holding down the D-pad and L2 (while in shoot/aim mode).
