1	Speak to Hugh east of Metro: Waterside.
2	Make your way to the water tower. The marked location is within Muddy Grounds.
3	Enter the water tower. Drop down the ladder to see the boy sitting on a gantry.

Confront Hugh

1	Head south to reach the marked location within Muddy Grounds.
2	Talk to Hugh and this will clear the side mission.
