Are we sure it’s the same? If you choose potential he moves to colony 4, and choosing fun he says he wants to move to colony 30. Either way he does move out but his destination is different. Dunno what happens though just got to this quest and loaded two different saves.
I would prefer him to go to Colony 4, Ethel is a badass
