Bandits at the Border Side Quest Walkthrough
| 1 | Accept this quest by talking with Chingis inside your kingdom. |

Made it to the end and am trying to clean up all the citizens, when I realized Tyran’s original level 19 skirmish never appeared outside Evermore, which never lead to the quest chain resulting in him becoming a citizen.
After quite a bit of searching, I eventually discovered that the DLC prevents Chingis from offering the quest that allows this skirmish to show up. (specifically, side quest 031 “Bandit’s at the Border”)
The way to fix this is by starting the DLC quest “The Labyrinth” and visiting the portal location just north of Evermore. Kill the level 30 boss that comes out of it, and then Chingis will offer the “Bandits at the Border” quest which leads to Tyran’s recruitment.
