1 Go to East of Umekojicho in Rakugai.
2 Defeat 3 Ronin that are chasing the kawaraban vendor
3 Go to the Shinsengumi Headquarters and approach the journalist.
4 Do the interview to clear the substory.

In East Umekojicho, a street to the east of Tengel Temple, you will come across a man who is fleeing from a group of ronin. A fight will happen between you and the ronin. While the enemies are quite easy to beat, you can try bringing some recovery items before you begin the substory just to be on the safe side. After you rescue the kawaraban vendor, he will pose as a journalist and request an exclusive interview with you.

To proceed with the substory, go to Shinsengumi Headquarters and approach the journalist. Finish the interview to receive an Eye of the Dragon and to clear the substory.
