| 1 | Head to Sannocho (north gate to Mukurogai) and defeat the rogues. |

| 2 | Head Mukurogai and look for the foreigner on the second floor. |
| 3 | Approach the foreigner. Then, defeat the rogues to clear the substory. |
Substory 21: Sonno Joui Strategy Guide
Take the boat from Fushimi to Mukurogai.
Note that you will not be able to enter Mukurogai from Sannocho. To reach the foreigner’s location, talk to the boatman at Fushimi (clear any required substories if you need to) to help you go to the final location in Mukurogai.
