How to Unlock
Progress to Chapter 5
Find the Wutai Spies sub-event becomes available after reaching Chapter 5 of the game’s main story. Talk to soldier at Loveless Avenue to begin this optional quest.
Once you have unlocked this event in Chapter 5, try to clear it before leaving for Nibelheim in Chapter 9. Since you will not be able to return to Shinra HQ after leaving Midgar, not completing it and going to Nibelheim will cause you to permanently miss out on obtaining a material required to clear the Flower Wagon sub-event. You will also not be able the Wutai’s Nemesis (Bronze trophy) as well as the Midgar Full of Flowers (Silver trophy) for the duration of the playthrough.

Rewards
Clearing the Find the Wutai Spies sub-event is the only way to obtain the Walnut Wood material required to construct Aerith’s second flower cart to complete the Flower Wagon sub-event.
