The Shadow Stalwart Heavy Outfit is obtained by trading 680 Metal Shards and 1 Stalker Heart from the Hunting Goods Merchant after reaching the Meridian. You should have already received the Shadow Stalwart Light from the Sylens to unlock this for purchase.
