Fire materia is one of Cloud and Sephiroth’s starting materia in The Fall of a Hero in Nibelheim (prelude chapter). Sephiroth starts with the materia at max level (★3) and cannot be unequipped from him.

What are Magic Materia in Final Fantasy 7 Rebirth (FF7 Rebirth)?
Materia that allow you to use magic spells.
Magic materia in Final Fantasy 7 Rebirth are green-colored materia that grant a character access to various magic. These spells range from applying elemental damage or negative effects and debuffs on enemies to healing, reviving, and bestowing buffs on allies or removing status ailments from them.
Requires MP to use.
Upon equipping magic materia, you will be able to cast spells at the cost of MP and a portion of your ATB gauge. The amount of MP required to use magic varies across different spells as well as materia level that determines the potency of magic currently usable.
Materia Level
Leveling up materia by earning AP in battle unlocks more powerful effects. Materia level, indicated by a number with a star (★) symbol, can be viewed from the game’s pause menu.
For magic materia, more potent versions of various spells become usable (at the cost of more MP) that have greater effectiveness when used on enemies or allies.
