For taking on Phoenix, it is recommended to run a party with Cloud, Barret, and Aerith. All characters can reliably build ATB by simply using ranged normal attacks to hit the boss while it is airborne.
You will want to maximize damage with Blizzard or any of the spell’s stronger variants with each charge of ATB spent so having Aerith set up Arcane Ward will help build the boss’ stagger gauge faster.

Fighting Phoenix at any combat trial difficulty will be a lot easier if all members of the party are equipped with Ice materia. This is especially important when attempting to fight Phoenix at full might as it can soak up a lot of damage before it can be pressured or staggered.
For Cloud, try pairing his Ice materia with Elemental materia to imbue your normal attacks with ice damage. This way, you will have a means to build up Phoenix’s stagger gauge at a decent rate even without expending ATB or MP.
Barret, meanwhile, should link his Ice materia with Synergy to allow him to cast Blizzard or any of its upgraded versions for free whenever Cloud (as the party leader) uses command abilities.
Finally, Aerith’s Ice materia should be paired with Level Boost. Her having the highest magic attack stats and MP in the party makes her the ideal character to bombard Phoenix with ice spells throughout the fight.
Lastly, it will also be to your advantage if you equip Barret with Fire materia and Aerith with Wind materia to deal with the adds that Phoenix will summon in battle.
How to Beat Phoenix (Boss Strategy)
Use Ice materia.
As mentioned, Ice materia will be invaluable for this fight if you want to increase your chances of taking down Phoenix, especially on the higher difficulties.
To get more Ice materia, you can try clearing Combat Training: Tifa from Chadley’s Combat Simulator or purchasing the Fire and Ice materia (an all-in-one materia that gives you access to both Fire and Ice spells) from Materia Development for 10 data points.
Take out the enemies that Phoenix summons with Breath of Creation.
Phoenix will use Breath of Creation to summon a Flan, Bomb, and Grandhorn to fight for him. This also makes him invulnerable to all attacks, including Ice spells so take down the minions first.
The Bomb is weak to ice while the Flan and Grandhorn are weak to fire. Hit them with the corresponding elemental magic to kill them fast to make Phoenix lose its invincibility.
Guard when Phoenix winds up Incandescent Burst.
When you see Phoenix start to charge Incandescent Burst, guard to minimize incoming damage. This area-of-effect (AoE) attack has a considerably wide range and will interrupt and knock down any characters hit by the explosion around Phoenix.
Stack damage as fast as possible when Phoenix casts Empowering Flame.
Unload on Phoenix with as many spells and abilities as you can when you see it charge Empowering Flame to interrupt it. You want to prevent Phoenix from using Rebirth Flame which triggers after it has successfully charged Empowering Flame twice without being interrupted.
Clear out more adds when Phoenix uses Rebirth Flame.
Phoenix has a stronger version of its Breath of Creation summon called Rebirth Flame that calls a Fleetwing, Archdragon, and Ogre to aid it against you. As with the previous set of adds, dispatch these minions quickly by exploiting their weaknesses.
Ogre is weak to fire while Fleetwing and Archdragon are weak to wind.
Use Synergy Abilities to stack damage.
Be sure to reserve Synergy Abilities like Partners in Pain (Cloud and Barret) and Firework Blade (Cloud and Aerith) for Phoenix instead of the adds. Try having both duo attacks available when the boss is staggered to maximize the damage multiplier or when Phoenix is winding up Empowering Flame.
Summon Ramuh.
When the summon gauge is full, call Ramuh. From here, you can choose to spend ATB to hit Phoenix with Voltaic Lance or even Circuitous Bolt or save the resource for continuing to spam ice spells (Ramuh will use Judgement Bolt to deal massive damage anyway).
Use Limit Breaks.
Finally, throw out Limit Breaks as a final push to close out the fight. You can also have Aerith use Healing Wind during emergencies, especially if you do not have enough ATB to cast Cure.
