A good party to take on Terror of the Deep consists of Cloud, Barret, and Aerith. The boss will spend most of the fight in the air so having the means to hit it from afar with normal attacks will help you accumulate ATB faster.
Aerith in the party means that you can set-up Arcane Ward to double-cast Thunder, making it easier to build up HP and stagger damage on the boss.

Having all party members equipped with Lightning materia is ideal but not necessary. The fight is perfectly doable even if only one ally has access to Thunder.
If you do manage equip the entire party with Lightning materia, be sure to link them with support materia like Magnify and Level Boost to completely exploit the boss’ vulnerability to Lighting. One party member should also have their Lightning materia paired with Synergy so they can cast Thunder for free whenever the party leader uses commands.
Finally, be sure to have Cloud equipped with Ramuh materia as Voltaic Lance and Circuitous Bolt will easily build up the boss’ stagger gauge while dealing massive damage to it.
How to Beat Terror of the Deep (Boss Strategy)
Use Lightning materia.
Terror of the Deep is weak to lightning so equipping Lightning materia to cast Thunder will help you build up the boss’ stagger gauge faster.
It will also help if you have more than one party member with Lightning Materia before taking on Terror of the Deep. Try clearing Combat Training: Barret from the Combat Simulator to get another copy of Lightning materia.
You can even try doing Junon Region Intel: Level 1 which rewards an upgraded version of it at (★★), essentially letting all party members use lightning magic on the boss.
Watch out for the boss’ Water Cell attack.
Terror of the Deep’s Water Cell will trap a party member in a ball of water, preventing them from acting in battle. When this happens, switch your target to the bound ally to free them by attacking and destroying the Water Cell.
The Water Cell attack can also be dodged if you time your evasion correctly as well.
Avoid the boss’ Grasping Tail attack.
The boss can also perform a grab attack called Grasping Tail that can also bind a party member. To force the boss to let your ally go, attack its tail fin.
Grasping Tail can also be avoided by dodging it.
Run away from the center of the area during the second phase of the fight.
After dealing enough damage to Terror of the Deep, a cutscene will play. Afterwards, the boss will use Oceanic Tornado which summons a massive whirlpool in the center of the arena. Run away from it as it can easily kill allies that are low on HP or render them near death even at full health.
Small spouts of water also appear around the battlefield during Oceanic Tornado’s active period, though these only deal a small amount of damage.
After using Oceanic Tornado, Terror of the Deep will be able to use the attack again throughout the duration of the second phase.
Use Synergy Abilities to stack damage.
Partners in Pain (Cloud and Barret) and Firework Blade (Cloud and Aerith) are good ways to maximize damage when the boss is staggered. If none of your required partners have been bound, unload on the boss with Synergy Abilities whenever they are usable.
Summon Ramuh.
When the summon gauge is full, call Ramuh. This essentially lets you bombard the boss with high-damage lightning magic without expending MP.
You could try saving your ATB for Ramuh’s costly Circuitous Bolt attack, though the boss tends to move around a lot to avoid getting hit by it. Instead, settle for using Voltaic Lance and using the other half of your ATB gauge for using healing items.
Heal using items.
You will want to reserve your MP for using Thunder instead of Cure so try to stick to items if you want to heal allies during the fight.
Use Limit Breaks.
Finally, throw out Limit Breaks as a final push to close out the fight. You can also have Aerith use Healing Wind during emergencies if you have not accumulated enough ATB for her to use Pray (though you are better of using items anyway to heal).
