dropped by the Shadow Ganon boss at the bottom of the chasm inside the Great Deku Tree in the Korok Forest. He will spawn after the gloom hands are defeated
Get it killing Shadow Ganon beneath Morok Shrine. A black puddle of goo with red hands will chase you, kill all the hands and Phantom Ganon spawns, kill him and you get a gloom sword & demon bow.
