How to Unlock the Popla Foothills Skyview Tower
From Popla Foothills Skyview Tower, go south to find the Popla Foothills Excavation Site
Drop down to the well in the Popla Foothills Skyview Tower, then go back up and head south to find the Popla Foothills Excavation Site.
The image above shows the entrance to the Popla Foothills Excavation Site.
Drop down to the well near the Popla Foothills Skyview Tower to find Elmerson, who is currently trapped behind bars. To save him, you need to press the switch on the other side of the cave.
After saving Elmerson, he will now return to the tower to fix it. You can use “Ascend” to quickly get out of the cave.
Return to the tower and talk to Elmerson to finally unlock the Popla Foothills Skyview Tower.
