How to Change Outfits in Final Fantasy 7 Rebirth
Clear the main story on any difficulty.
You can change any party member’s outfit after clearing the game’s main story on any difficulty. Doing so will add the changing booths to all Chocobo Ranches found all throughout the game’s various regions, making it possible to equip alternate costumes that the characters wear outside of their respective story chapters.

Outfits worn do not provide any special effects and buffs. They are simply cosmetic items to change the appearance you a character during cutscenes and while in battle.
