Found inside a chest in Hebra Headspring Cave.

The Frostbite Trousers can be found inside a chest in Hebra Headspring Cave. The chest is covered in some thorns that you can destroy using some Fire Fruit arrows. To each the chest, build a platform on the west side of the room using the materials near the entrance of the cave. Then, get up on the platform to help you go over the ledge that leads to the chest.
