During the main quest Crisis at Hyrule Castle, the Paraglider is unlocked by talking to Purah at the Lookout Landing (Watchtower).
The main quest is triggered by going to the watchtower displayed as the next destination on the map once you land on the ground. Then, talk to Josha and the others.
