Found inside a chest in the secret room of the King’s Study at Hyrule Castle.

The Royal Guard Boots can be found inside a chest in the King’s Study at Hyrule Castle. Use the Paraglider to glide northeast from the Lookout Landing Skyview Tower and land on area going to Hyrule Castle B1. Go to King’s Study at Hyrule Castle B3. Then, turn around and use Ultrahand to move the bookshelf to find the secret room where the boots are.
