Found inside at chest in Sarjon Woods.

The Rubber Helm can be found inside a chest in the northeast cave of Sarjon Woods (you need to cross the water to reach it). Swim and follow the flowing river inside the cave (preferably while using the Zora Armor) to find the treasure chest at the end.
