Found in the Royal Hidden Passage.

The Soldier’s Armor can be found inside a chest in the Royal Hidden Passage (accessible from the Emergency Shelter after you have cleared at least one Temple during the main quest Regional Phenomena). The treasure chest is in one of the jail cells in the area.
