Found in the Royal Hidden Passage.

The Soldier’s Helm can be found inside a chest in the Royal Hidden Passage (accessible from the Emergency Shelter after you have cleared at least one Temple during the main quest Regional Phenomena). The Royal Hidden Passage will have a breakable wall that leads to an Ice Like blocking the room where the Soldier’s Helm is.
