Where to get Pyukumuku

Pyukumuku appears in the water on Route 7 and Hano Beach at Akala Island.

You would need a Lapras Poke Ride to navigate through the water.

The chance of appearance is a little low, so your Lapras needs to swim in circles repeatedly for Pyukumuku to appear.
