Space-time distortion rifts that randomly spawn in different locales allow you to encounter Starter Pokemon, especially those that you do not have. Below is a summary of where to find each of the Starters by entering Space-time distortions.

Note that Pokemon found in space-time distortion rifts are random so it might take you a while to find Cyndaquil, Oshawott, and Rowlet. It is also possible to encounter the evolved forms of each Starter which includes their final evolutions.
Space-Time Distortion Rifts Disappear Upon Reloading Saves
Saving before entering a space-time distortion rift is generally not recommended as it is possible for the portal to disappear when you reload. This is likely to prevent players from exploiting the type of Pokemon that randomly appear in these types of areas.
Obtained after Clearing the Main Story
You will automatically get both of the Starter Pokemon that you did not choose at the start of the game by talking to Professor Laventon after finishing the main story. This essentially guarantees you all Starters once you reach the post-game stages instead of having to try your luck finding them in space-time distortions.
