How to Get the Best Weapons for Each Character

Below are the steps to obtain the strongest weapons for each character. Note that the best armaments in the game are all created via weapon fusion using Nihil Weapons and specific end-game Personas.

Defat rare Shadow enemies to obtain materials used for weapon fusion.

The first step to obtaining a character’s strongest weapon is to defeat rare Shadow enemies that appear in Tartarus when the dungeon is in unstable conditions. Upon defeat, the rare Shadow may drop Nihil Weapons required for fusing a character’s best weapon.

Note that any type of Nihil Weapon can be used to get any character’s strongest weapon. For example, a One-Handed Sword Nihil Weapon will still create Yukari’s Quintessence Bow as long as you fuse it with Chi You.

Acquire the required material Persona of the weapon you want to fuse.

Once you have obtained a Nihil Weapon, you must acquire the Persona material unique to each armament you want to fuse. Some of the required Personas only become available for Persona Fusion at the Velvet Room once you meet specific conditions which are listed below.

Persona 3 Reload Social Links List

Fuse Nihil Weapons and Personas at Shinshoudo Antiques.

Once you have the required materials for the weapon you want to fuse, head to Shinshoudo Antiques to craft it. Be warned that the Nihil Weapon and material Persona used for weapon fusion are both lost forever so it is recommended to save beforehand if you somehow change your mind or make a mistake.

How to Get the Best Armor and Accessory for Each Character

Below are the steps to obtain the strongest armor (body and legs) and accessory in the game. Note that the best defensive gear are all are obtained as Heart Items from Messiah.

Raise the Judgement Social Link to max to unlock Messiah in Persona fusion.

To unlock Messiah for special Persona fusion, you must reach Floor 254 of Tartarus and max out the Judgement Social Link. Afterwards, you will be able to create Messiah by fusing various end-game Personas.

Obtain Messiah through special Persona fusion.

Messiah is obtained by fusing Orpheus and Thanatos, the latter of which require several Personas itself to acquire. This step requires a lot of patience as you are going to perform special fusions Alice and Thanatos at least three (3) times.

Level up Messiah just before it hits 98 and register in the Velvet Room books.

Once you obtain Messiah, raise its level just before 98 (just before it yields its Heart Item). Before proceeding, register Messiah at the Velvet Room book. This saves you the time of having to level it up again later to get all of the best armor and accessory in the game.

Level up Messiah to 98 to get the Heart Item from it via Conception.

Raise Messiah’s level to 98 to make it yield its Heart Item which has a 99% chance of being an armor piece (body armor and shoes) and a 1% chance of being an accessory (the strongest in the game).

Discard the current Messiah and draw it again from the Velvet Room book.

Once you get the Heart Item, discard the current Messiah and draw another one from the Velvet Room book. Then, level it up again to 98 to make the new Messiah yield another Heart Item. Repeat the process until you get all the best gear you need.

Omnipotent Orb is also obtained as a reward for clearing Request #55 (Defeat Elizabeth).

The Omnipotent Orb can be also be obtained as a reward for clearing Request #55 in Tartarus which requires you to defeat the superboss Elizabeth. She is an extremely challenging boss so it is recommended to raise your party to as high as level 99 in addition to equipping end-game gear and Personas  before attempting to fight her.
