Fuse Ose + Parvati
To get Rangda, you must acquire the following Personas: Ose and Parvati. Once you have acquired all the fusion requirements, use Persona Fusion to fuse them. Doing so will result in the creation of Rangda.
However, the request requires a level 54 Rangda, so you will have to level up your recently created Rangda to level 54 manually or raise your Magician Arcana Social Link before doing the Persona Fusion. Raising your Magician Arcana Social Link will allow you to fuse or create Rangda at a higher level, possibly at level 54 or above.
