I beat the first version and then defeated Toshiro himself as the tough opponent but the blue case file folder is still sitting there. I don’t think this quest objective is accurate. Or if it is then it lacks specificity because the above steps apparently didn’t clear the case for me.
You have to beat all the tough opponents to clear the Paradise Upgraded! side quest.
Thats alot of rare play passes and RNG!
