Strategy
To fuse Kaiwan, you will need Principality (Lv.27) and Setanta (Lv.26). Both Personas can be found in Sapporo Jail.
This does not help at all. How do we get kaiwan to have MAKOUGA. not just make kaiwan in general. some information is missing here.

You get Makouga from Principality
I know that this is probably a bit late to be a useful reply, but… Principality, as an Angel type, gets Makouga as one of it’s normal powers. Thus, it’s VERY easy to gain a Kaiwan with Makouga just by fusing Principality into Setanta.
