To gain access to this Side Quest, you need to have started the Main Quest The Hero’s Sword. The reward that you will receive for completing this Side Quest depends on the Weapon you deliver to Kula, this is of course at the expense of how tough you want your challenge to be.
A Freezing Rod
To initiate the Side Quest, talk to Kula who is inside the Korok Forest near where the Master Sword is found.
By interacting with him, he asks you to obtain an ice-infused rod. One way is to defeat an Ice Wizzrobe. This creature inhabits the road between Lanayru Tower and Foothill Stable. It may also dwell by the Gerudo Highlands particularly in Kuh Takaar Shrine. By bringing the Ice Rod obtained from the creature to Kula, he will offer a Silver Rupee for your efforts.
You may choose an even more challenging path by taking on a Blizzrobe to obtain a Blizzard Rod. From your current location, the nearest spawning area is by the East of Hyrule Castle around the Crenel Hills round platforms. If you deliver this Weapon instead, Kula will be willing to part with a Gold Rupee instead.
