An Ice Guy
To start the An Ice Guy side questm speak to a man named Guy at Kara Kara Bazaar and he will ask you to get a Chilly Elixir. You can make a Chilly Elixir buy combining and cooking a winterwing butterfly and a monster part (Bokoblin Horn, Bokoblin Fang, etc.)
You can find a winterwing butterfly in the Gerudo Canyon and on some high plateaus in Wasteland Tower. After making the elixir, give to Guy and he will give you a Purple Rupee.
