Norn
The Norn is similar to the the Fates sisters of Atropos, Clotho, and Lachesis. Instead however, they cater to the destinies of the Norse heroes and the men of the Norse.
In one interpretation of the Voluspa, there were three important Norns. These were Urd for the Past, Verdandi for the Present, and Skuld for the Future. These three Norn would draw water from the well of fate. With a little mixture of sand, they would then pour this over the roots of Yggdarasil. Doing so would prevent the roots from rotting. In other depictions, the norns were Giantesses from Jotunheim that ended the golden era of the gods.
Norn returns as a persona in Persona 5 Strikers (or Persona 5 Scramble). The persona can be summoned or fused by the Protagonist (codename: Joker), the returning main character and leader of the Phantom Thieves from Persona 5.

I don’t know how you did it to get something different, but Norn starts at Lvl 53 with Magarudyne and Megidola, and learns Diarahan(54), Samarecarm(56), and Wind Amp(58) for me. Cannot confirm when Panta Rhei is learned since I’m not high enough level yet.
