In Shin Megami Tensei V: Vengeance (SMT 5: Vengeance), Lucifer is unlockable for demon fusion in the World of Shadows once you beat him on Godborn difficulty mode (Ultra Hard).

How to Unlock Godborn Mode
Below are the steps to unlock Godborn mode from your first playthrough. Note that you will need to beat the game on Canon of Creation “True Neutral” story route to gain access to the new difficulty mode exclusive to the Canon of Vengeance route.
| 1 | Beat the game on Canon of Creation story route (refuse to take the girl’s hand) and unlock the True Neutral ending (Create a World for Humanity Alone). |

| 4 | Progress through the main story. When you reach the Empyrean, head to Shinjuku and clear The Serpent King subquest. |
| 5 | After clearing the subquest, The Great Adversary subquest will be unlocked. |
| 6 | Clear The Great Adversary subquest by defeating Satan to unlock Godborn mode. |
How to Unlock Lucifer Boss Fight on Godborn Difficulty
Choose the Law (uphold God’s order) or Chaos (recreate the world and save Tokyo) route for fighting Lucifer on Godborn mode.
As mentioned, Lucifer becomes available for fusion only after you beat him on Godborn difficulty. The best way to go about this after unlocking Godborn mode is to begin a new playthrough on Canon of Creation and going for the Law (uphold God’s order) or Chaos (recreate the world and save Tokyo) alignment endings.
Shin Megami Tensei V: Vengeance All Ending Routes Guide
Lucifer is not encountered in the Neutral ending (destroy the throne).
Choosing the Neutral route (destroy the throne) will prevent you from fighting Lucifer on Godborn mode so avoid this story route when playing on Canon of Creation if you want to unlock Lucifer for fusion.
Canon of Vengeance is not recommended.
It is considerably harder to unlock Lucifer for fusion if you choose the Canon of Vengeance routes on Godborn difficulty. For an easier time getting Lucifer, choose the Canon of Creation Law or Chaos alignments instead by refusing to take the girl’s hand at the start of the game.
