Craft in Romance Workshop
Below are the best head, body, and leg armor pieces in Yakuza: Like a Dragon. Note that all of them can be crafted at the Romance Workshop, though you will need to upgrade the facility by investing money to do so.
Crafting Material Farming
Get in Sotenbori Battle Arena
Many of the best armor pieces detailed here require rare materials such as Gold Scorpions, Rough Sapphires, and Gold Nuggets to make. These items can be obtained by going through the Sotenbori Battle Arena and clearing the higher levels.
Head Armor

The Romantic Helm boasts the highest defense out of all available head armor along with excellent strike resistance. Best used by physical-attack focused characters. Not recommended for mage characters.
Romantic Hat

The Romantic Helm offers the highest defense out of all available body armor and grants impressive resistance to strike, bullet, and cutting damage. Best used by physical-attack focused characters, especially Kasuga and Adachi. Not recommended for mage characters.
Romantic Robe

The Romantic Robe has high defense and grants an excellent magic recovery boost. It also boasts high elemental magic resistance and a significant increase to dexterity. It is highly recommended for healing and support characters, particularly the Idol job.

Just equip cyber punk helm and shoes, and the robe on this list in every character. Good defense, agility and MP regen is great.
So you only show us the “best gear” but don’t explain how to craft it.
I wouldn’t say this is the best armour in the game, the quixotic armour is good yes, however it seems that the top gear you get from the Sotenbori Battle Arena might be better for general resistances applied
