The amulet can obtained by clearing the 11th floor of Sotenbori Arena which can only be accessed by clearing Chapter 12 How to be a Part-Time Hero of the main story. This can be done in as early as the party being only around Lv.30. Try to get it as soon as possible to make hunting for crests and insects much easier.
