How to Unlock Final Millennium Tower
The Final Millennium Tower is a post-game dungeon and can only be accessed after clearing the main story at least once.

Strategy
Surviving Straw Doll Destruction
Amon has access to an instant death attack called Straw Doll Destruction that targets the entire party and has a fair chance of success. It is recommended to have at least Kasuga survive this attack by equipping the accessory Yoju no Katashiro. You can also use Brave Obsession to revive any downed allies.
Countermeasures to Status Ailments
Amon has similar attacks to Kazuma Kiryu in addition to having access to Extreme Satellite Laser that deals massive damage and has a chance to inflict paralyze. To deal with this, equip Bracelet of the Four Gods on the party’s healer to allow them to remove any status conditions from allies.
Electric Damage
It is highly recommended to have at least two people in the party capable of dealing high electric damage as most of the lesser enemies leading to Amon are weak to the attribute. Amon himself is vulnerable to electricity, making it the best type of damage to deal when going through the Final Millennium Tower.
Get the strongest weapons and armor.
You will need to clear a series of battles first against waves of strong enemies before reaching Amon at the top of the Final Millennium Tower. It is recommended to have obtained the strongest equipment first before taking them on.
The best equipment can be crafted in Roman Seisakusho so be sure to visit the workshop when you have acquired the necessary materials to make them.
