Conditions to Make the Rose Town Gardener Appear
Talk to the Rat Funk in Monstro Town.
The Gardener in Rose Town will only appear once you speak to the Rat Funk inside the house on the far left side of Monstro Town. Go inside the house and head up the second floor to fin the Rat Funk.
Rose Town Gardener Location
After talking to the Rat Funk in Monstro Town, go to Rose Town and head north. Follow the road going north and you should reach the Gardener’s house (upper right of the item shop). Go inside to find the Gardener who appears as an elderly green Toad.
Who is the Gardener in Rose Town?
NPC that grants you access to the best weapon for Mario and the best armor for allies.
Finding the Gardener in Rose Town is the only way of obtaining the weapon and armor versions of the Lazy Shell. The weapon variant is the best armament for Mario while the armor is among the most powerful you can equip on any character in the game.
After giving the Gardener the Seed and the Fertilizer, he will plant them. The seed eventually grows into a giant beanstalk that you can climb to reach the upper sky area where the Lazy Shell can be acquired.
The Seed is dropped by the Shy Away after you defeat Megasmillax in the pipe at Bean Valley.
The Fertilizer, meanwhile, is given by another Shy Away once you take down Valentina in Nimbus Land. After beating the boss, move along the far right edge of the town area until you find yourself walking in the air of a hidden air. Then, approach the Shy Away to get the Fertilizer.
