How to Get the Signal Ring in Super Mario RPG Remake
Obtained from the Mushroom elder in Mushroom Kingdom.
You can get the Signal Ring in Super Mario RPG Remake by talking to the Mushroom elder at the basement of the item shop in Mushroom Kingdom.
Simply go through the tutorial on Hidden Chests. Afterwards, the old Mushroom lady will reward you with the Signal Ring.

The Signal Ring is an accessory that makes a distinct sound whenever you are near a Hidden Chest. It is one of the most useful items in the game, especially for new players who have never played the original version Super Mario RPG.
Super Mario RPG Remake Accessories List
In the 1996 release of the game, the Signal Ring could only be obtained after Croco drops it in Nimbus Land much later in the game. This has apparently been changed in the remake as you are able to acquire the accessory on the way to retrieving the first Star Piece.
