Strategy
1) Attach the tracking device to the helicopter
Approach the helicopter without getting caught, then place the tracking device.
2) Eavesdrop on the NERO investigators
Sneak your way into the building by the gasoline station, past the stairs. Then, hide behind the wall by the doorway. Your listen gauge should be nearly half full by the time the NERO investigators exit the building. Stay inside the building and continue to listen by the window. When the investigators start to move again, trail behind them. Next, hide behind the dumpster. Continue to eavesdrop by the concrete barrier to max out your listen gauge.
