Search for the Moon Elemental
Chartmoon Tower I (Entrance)

Locate Lil’ Cactus #29
Before leaving tower, locate Lil’ Cactus #29 in the northwest side of the tower’s interior.
Equip Moon Elemental Moves and Magic
After acquiring the seventh mana spirit, Luna, attach newly unlocked moves and magic to your party members.
Acquire the Chain Ability
Make sure all chain abilities accessible to your party are unlocked and acquired. These abilities include:

Focus on Hitting Blind Spots
Beast Ludgar excels in attacking from the front so your best bet is to get behind him. Head to the side or go around to his back and punish him with attacks.
Land Debuffs
Cast multiple debuffs against the boss. Debuffs can be in the form of attack decrease (Power Down), defense decrease (Protect Down), and magic & magic defense decrease (Mind Down). These debuffs can be accessed as innate abilities or consumable items.
Cast Buffs
Cast buffs to yourself and your party members carefully while engaging Beast Ludgar. These buffs can be in the form of attack increase (Power Up), defense increase (Protect Up), and magic & magic increase (Mind Up). They can be accessed as innate abilities or consumable items.
Keep Moving and Dodging
The boss can make use of Suzaku Aerial, a skill that tracks his enemy. Time your dodge the moment the boss stops chasing you.
Use Light Elemental and Summon Magic
Beast Ludgar has strong resistance to elemental attacks except for Light. You can also damage it by using Summon Magic.
Launch Tier 1 and Tier 2 Class Strikes
Use Class Strikes to deal more damage to Beast Ludgar. Switch among your party members to unleash multiple barrages of class strikes.
Break Blue Vases to Replenish CS Gauges
Breaking all blue vases around the area in order to to fill-up your CS gauges.
Heal Allies
When Ludgar’s health falls significantly, he turns ballistic and causes more damage. While fighting him, make sure to heal your companions immediately after sustaining damage. Continue firing off some attacks while keeping distance.
