Reyes Vidal is a potential partner for both the male and female Ryder sibling. He is bisexual, and can only be encountered after you meet with Sloane Kelly in Outcast Headquarters and refusing her demands.

Hunting the Archon
To be able to encounter Reyes, you’ll need to refuse Sloane’s offer in the Main Mission Hutning the Archon. Agreeing will prevent you from even meeting Reyes if you do.
Kadara Slum Bar
When you head to Kadara Slum Bar during the Main Mission Hunting the Archon, you’ll meet Reyes. Accept when he offers you a drink. As the dialogue progresses, you’ll just need to choose all the flirting options.

Murder in Kadara Port
At the end of the Side Mission Murder in Kadara Port, you’ll have more dialogue with Reyes that allows you to flirt with him. When he acknowledges your achievement, tell him “We make a good team.” When he replies, tell him “I do like you.”

This wrong…I met Reyes Vidal before meeting Sloan Kelley because the main quest told me to go to the bar to meet a contact and Reyes was the one who sent me to Sloane.
