Once you’ve successfully established an outpost on Eos, return to the Nexus. You’ll find that some of the crew have started protesting at the Hydroponics sector. This will initiate the Side Mission Sleeping Dragons.

Side Mission Walkthrough – Sleeping Dragons
Head to the Hydroponics Sector
Once you’ve activated the quest, proceed to the Hydroponics sector of the Nexus. Here, you can either tell the protestors to stand down, or you can join them to make them heard by the authorities.
If you tell the protestors to stand down, they will peacefully disperse and leave, though the Nexus administration will still be wary of an uprising in the future

Speak for the Protestors
If you choose to speak for the protestors (by telling that you’ll talk to the authorities), look for Tiran Kandros in Nexus Operations and talk to him about the protestors. Kandros will bring the issue to the attention of the Nexus administration, where you can stand up for the protestors.
When you see the option “We have a whole planet!”, select it to show your concern for the protestors. Deeper into the meeting, answer “No. The protestors are right.” to finalize your decision of helping them.

Head to Nexus Operations again to grant the authorization to revive those in stasis who were skipped by interacting with the console.
