How to Battle Blue at the Battle Tree
When you first arrive at the Battle Tree, you can battle with either Red or Blue.
Since the battle this time is the same as the story, there will be no restrictions on the number of Pokemon, level, item usage etc.

Strategies to Defeat Blue
Pokemon Trainer Blue’s party generally consists of Pokemon that cannot do much against Ghost-Types, thus it is recommended to send one out during battle.
The only concerns when using Ghost-Types are that: Alakazam might outrun them due to its fast speed; or it may survive the attack and return back with a powerful Shadow Ball.
Other recommended moves are Rock, Electric, and Ice-Types as these provide coverage against the other Pokemon that can threaten your Ghost-Type.
