Considered as one of the Four Heavenly Kings, Ii Naomasa is the 14th boss that William encounters in The Red Oni of the Ii Sub Mission.
He was a General during the Sengoku period under Ieyasu.

Ii Naomasa Boss Guide
The spearfall skill works advantageously against Ii Naomasa. When the battle begins, equip the Spear and perform the high stance. Make sure to get your Ki gauge to max, then abuse the spearfall skill. The reason behind the max Ki requirement is that you need to have some spare to dodge in the event that your skills fails to land on Ii Naomasa.
If you successfully perform the skill, he eventually falls down. Follow up with an attack while he’s vulnerable on the ground to deal a significant amount of damage. Keep going with this pattern and he will eventually meet his doom.
This skill is not required but it helps not only against this boss, but also against average human size enemies.
