When dealing with Phoenix, employ a similar strategy as you would against the Tomb of Raithwall guardian, Garuda. Be sure to acquire the valuable Technick Telekinesis before you challenge this flying Boss. If you prefer, you could arm your characters with Guns and Bows to whittle it down effectively. Watch closely as Phoenix alters its attribute from time to time. In order to strike it more effectively, test which attribute deals high damage then adjust accordingly.
If you still have the Eksir Berries harvested from the previous fight against Garuda, it should make the fight much more easier to deal with, however it is not the be-all and end-all. Cast Dispel to remove the effects of his buffs to prevent him from gaining the upper hand. Phoenix does not sport much of a threat even if its HP is at a critical stage. Provided that you have raised your party at a moderate level, and have access to Telekinesis, it should be enough to withstand its attacks and take it out.
This boss has no permanent elemental weaknesses therefore, results may vary.
