Here is a breakdown of the battle strategies against the mini-boss. This applies to Persona 5 Royal only.
Use Garu and Frei Skills
Since the mini-boss is weak to Wind and Nuke attacks, setup your party with users of these elements. Start off the battle by knocking down the enemy followed by an All-Out Attack.
Equip Garu Accessory to Skull or Fox
To prevent Arahabhaki from incapacitating the party using its Brain Jack skill, have Fox or Skull equipped with a Garu accessory. This leaves the mini-boss less opportunities to fight back.
Cast Status Ailments
To further prevent the mini-boss from attacking, assign Panther cast to Dormina. This also leaves other party members to follow-up for a Technical Attack. However, don’t use Physical and Gun skills since the enemy is resistant to those.
Expect Dizzy and Brainwashed Teammates
The mini-boss is not easy to defeat due to its high HP pool. With that, expect that it will have a chance to inflict status ailments to your party members such as dizzy and brainwash. Prior battle, make sure you access to cure skills such as Patra / Me Patra and Energy Drop / Energy Shower. Also, bring cure items in cases that Joker is afflicted.
If you have been ranking up the Councillor Confidant prior to this battle, the Protagonist will automatically cure itself without any consumed turn.
