  2. Locate the other Phantom Thieves members. You need to speak to them one-by-one.
  3. Check the brochure to receive a map of the area.
  4. Head to the Safe Room for a cutscene.
  5. Collect the referrals from the five VIPs.
    • Search for the first VIP inside the restaurant.
    • Locate the next VIP at the poolside.
    • Find the next VIP at the entertainment hall.
    • Swing by the side deck guest room to find the fourth VIP.
    • Last but not the least, enter the engine room to find the last VIP. (You need to have found all four to make him appear).

Securing the Treasure Route

Vacant Guest Room

  1. Search for the first VIP.
    • Head to the Central Hall and then descend the stairs.
    • Check for the signed door and then go inside.
    • Go around back and then speak to the waiter.
    • Interact with the masked female at the upper west side.
    • Talk to the bartender at the northeast side and answer “Nothing delivered?” to receive a “Membership Card” and a “Restaurant Membership Card.”
    • Surrender the cards to the waiter to gain access to the restaurant.
    • Take on the first sub-boss.
  2. Exit through the elevator behind the restaurant to go to the next area.

Guest Passage

  1. Track down the second VIP.
    • Enter the room with a monument for a cutscene.
    • Go through the vent on the east wall.
    • Head to the large open space at the north side.
    • Pass through another vent.
    • Check the northwest section for a small room tucked in and then use the panel to disable the mechanism.
  2. Locate the Red Will Seed.

  4. Return to the other side again and approach the bartender at the corner.
  5. Use Third Eye to find the vent beneath the stairs.
  6. Go through the crawl space to reach the fitting room.
  7. Take on the second sub-boss.
  8. Head upstairs and take the lift to collect the treasure.

Passenger Boat Starboard Passage

When not transformed, your best bet is to take down all Shadows. The search for the third referral involves a puzzle of using the switches to transform back and forth. The goal is to find a way through the labyrinth efficiently while picking up treasures along the way.

  1. Look for the third VIP.
    • Open the chest on your immediate left.
    • Stop by the Safe Room for a cutscene.
    • Go back outside and then head straight for another cutscene.
    • With the mechanism enabled, ignore the first turn on your right.
    • Head straight and then make a turn just before the patrolling Shadow and go through the crawl space.
    • When you emerge, interact with the blue door to remove the lock.
    • Go out and then head down the stairs.
    • Follow the path to the left and then just before the blue door, head down passing through the purple door.
    • Take the path leading right and operate the lantern, and then head west.
    • Enter the purple door and get the chest.
    • Return to the previous room, press the switch again.
    • Again in the room with the purple door, crawl through the vent.
    • On your left you can smash the pot for an item. Past the crawlspace, make a left going straight and release the lock of the blue door.
    • Go through the door and use the switch in the next room.
    • Head back down the path where you came from (blue door) and proceed right.
    • Open the purple door on the right side.
    • Go up and then left up some steps, and then remove the lock of the blue door here.
    • Head back all the way down and then left, and then go up passing through the blue door and use the switch to turn it on.
    • Go through the crawl space opposite the path where you came from.
    • Take the path going right and then head up through the crawl space.
    • Enter the blue door on the right side of this room.
    • Follow the path going right of the map to the next room.
    • Crawl through the vent on the north wall.
    • Make a right to the next room and then enter another vent that leads south.
    • Unlock the blue door and then make a left.
    • Pass through and then unlock the blue door.
    • Press the switch to shut the mechanism off.
    • Return all the way back to the rightmost room and open the purple door.
    • Head up and then up the stairs, ignoring the path on your right, and then unlock the blue door up ahead.
    • Go back a little and then head up to reach an open area. Look up and use the grappling hook.
  2. Crawl through the vent and then open the chest.
  3. Hop down and then proceed right passing through the green door.
  4. Enter the purple door on the corner to enter the next area.

Back Deck

  1. You can loot the items by breaking pots on both corners of the room.
  2. Sneak past the Shadow and take the stairs all the way down.
  3. Enter the Safe Room.
  4. Check the spot beneath the stairs to find a chest.
  5. Examine the door leading to the entertainment hall to trigger another sub-boss battle.
  6. After the battle, head inside the entertainment hall.

Entertainment Hall

  1. Proceed down the spiral staircase.
  2. Head north and then loot the chest.
  3. Turn around and make a left to the open area.
  4. Go around the oval shaped area and then head down the stairs.
  5. Swing by the Safe Room for a cutscene.
  6. Head back outside, and then go around and take the spiral stairs on the far right to trigger a cutscene.
  7. Take on the fifth sub-boss.
  8. Watch the long cutscene.
  9. Climb back up the stairs and then go through the red double doors.
  10. Wait for the cutscene over on the south side to end and you’ll get to fight the next sub-boss.

Lower Passenger Passageway

  1. Locate the fourth referral.
    • With the mechanism disabled, head to the open room and then take out the Shadows.
    • Approach the upper side of the room and scale to the top using the grappling hook
      • Break the pots for items.
      • Crawl through the vent and then open the chest.
      • Drop off to return to the main area.
    • Go to the lower left side of the room and then unlock the door.
    • Head straight and then make a left, turn on the switch.
    • Go back a bit and then make a right and then crawl through the vent on the wall near the doorway.
    • Remove the lock of the blue door from the other side.
    • Head back and then use the switch again to turn it off.
    • Go around again and this time instead of using the vent, enter the blue door. A good workaround here is to take out enemies before moving to the other areas.
    • Enter the purple door at the north wall.
    • On your immediate right, remove the blue door’s lock.
    • Turn around and head straight, going up the stairs.
    • If you turn left you can loot the chest, otherwise turn right.
    • Go up and turn the switch back on.
    • Enter the vent on the right side of the room.
    • Follow the path going through some steps, and then release the blue door’s lock.
  2. Locate the Green Will Seed.
    • Hug the right wall and then move all the way to the left where there’s a locked blue door.
    • Head to the room on top of it, and then enter the vent.
    • Go down to the southmost end and remove the rose thorns.
    • Claim the Will Seed.
  3. Continue with the mission
    • Go back a few steps and then release the blue door’s lock from the other side.
    • Return all the way back from where you started (the open room on the rightmost side of the map).
    • From this area, head down and crawl through the vent.
    • Go around to the left and then turn off the switch.
    • On your right, remove the green door’s lock from the other side.
    • Turn around and then exit through to the next area.
  4. Enter the Safe Room.
    1. When asked, select to travel to 6th location (Side Deck).

Side Deck

  1. Search for the Blue Will Seed
    • Head back out to the Side Deck, and the approach the right side until the camera spins around.
    • Climb on top of the ledges.
    • When you reach the top, grab hold of the platform in the middle, and then keep moving to the right.
    • When you walk to the rightmost edge, go around and use the grappling hook.
    • Face the wall, climb on top, and then drop off.
    • Follow the path and then make a right turn and then a left turn.
    • Defeat the sub-boss blocking the way.
    • When the coast is clear, all that’s left is to approach the door up ahead and take the Will Seed inside.
  2. Backtrack all the way back to the wall and then drop down once.
  3. Turn around and then scale the ledge.
  4. Jump across the ledges and then drop down on the floor with a half-opened door.
  5. Proceed inside to trigger a cutscene.
  6. Defeat the Shadows.

    • Head to the far left corner and then open the chest.
  8. Return to the right side of the Side Deck and then go inside the Safe Room.

Shadow Shido (Samael) Boss Battle

The Shadow Shido (Samael) involves the palace boss’ berserk form. Unlike the previous round of battles, this one has two sub-phases. Samael’s first phase has him spend one action per turn. Use any hard-hitting attribute skills to bring his health down. He doesn’t have any weaknesses, however avoid prolonging the effects of Fear. If you notice anyone in the party suffering from this ailment, remove it as soon as possible. When he’s nearly done in, Samael will start using Heat Riser so make sure you have Dekaja on hand. He also starts nuking one of the members each turn by cycling one of the four attribute spells namely fire, ice, elec, and wind.

After he gets knocked out, he’ll change to his second phase. Here, Samael gets another action each turn and starts using buffs to help him bypass evasion. Keep him busy with your own set of buffs and debuffs. Eventually, Shido will revert to his old tactics from his first phase and add Mudoon when he’s left at 1/4 health.

  1. Ummm, you do realize you should actually play the game that you’re making a guide for yourself right? Practically every piece of information about this guide is inaccurate and the only conclusion that can possibly be made here is that you didn’t even play the game. So why are you making a guide for something when you don’t know what you’re talking about? Still, I can’t stress this enough: You do realize that there is new content in this game that the original P5 didn’t have, right? You can’t just copy and paste the P5 guide and slap the word “Royal” in there and delusion yourself into thinking no one would notice.

  2. Are we playing the same game? Saying things like opening a chest at the end of the pool deck part when it was all the way at the beginning? Then saying open a chest at the start of the following area when there’s none? Seriously, I was really confused! I think your guide has Pulinpa on it. And not the nerfed version after the update.

  3. this is an AWFUL, UNHELPFUL guide. have you played the game? not only that but when the instructions arent outright wrong they are vague and completely worthless
