The walkthrough begins with the protagonist in Shibuya, where he will live out his probation. He’s sent to Tokyo to study at Shujin Academy. As he lives with his new friends, things begin to change. He begins to uncover many injustices that he and his friends are forced to suffer. To combat this, they form the Phantom Thief of Hearts. They steal “treasures” from the “palaces” of their enemies in hopes of reforming them. To do this, they perform grand heists that make them heroes among the citizens of Tokyo. The protagonist begins to find himself in a political scandal that could become extremely costly as he learns more about it.
