On the mementos request list page for this site, it says the reward for this mission is blood schmitar, but it’s actually a cat brooch
It says nothing about where to go to at what time plus the game sometimes pulls you along without you knowing unless you’ve played this game before but with that said these answers a very vague without any visuals to go off since everyone just plays in big sessions
Those npcs won’t be around if it rains so you’ve no choice but to do something else
I’ll post the direct answers when I go about unlock it.
Ok if you miss the two Npc and it’s not raining Morgana will notify you that you haven’t solve who’s stealing cats
First: Talk to the child and her mother near the alleyway to “Sojiro Sakura’s house”
Second: Talk to the Old man sitting next to a radio up north near the bathhouse on your way to the exit up north.
Done: now you the name and are ready to head to mementos.
