Here is a breakdown of the battle strategies against the mini-boss. This applies to Persona 5 Royal only.

Use Ice Spells Against Koppa Tengus

Same with the Ippon-Data, Kurama Tengu also has Koppa Tengu allies around him. Again, command Fox to down the two Koppa Tengus using Bufu skills. Then, finish them off with multi-target physical skills.

Inflict Status Ailments

Fortunately, the mini-boss is susceptible to status ailments. Make use of Panther’s Dormina (Sleep) or Morgana’s Pulinpa (Confuse) to prevent it from attacking. Joker can also use status ailments if its available from his personas.

Aim for Critical Hits

Capitalize on the status ailment and inflict either technical or critical hits. Among all the party members, Fox, Skull, and Mona can deliver technical or critical hits against the mini-boss.
